Wasatch County RPO
Rural transportation planning is the process of examining travel and transportation issues and needs in non-metropolitan areas. It includes a demographic analysis of the community, as well as an examination of travel patterns and trends. The planning process includes an analysis of alternatives to meet projected future demands, and for providing a safe and efficient transportation system that meets mobility goals while avoiding adverse impacts to the environment. In metropolitan areas over 50,000 population, the responsibility for transportation planning lies with designated Metropolitan Planning Organizations (MPO); in small communities and rural areas there is no federally designated body to provide transportation planning.
As a pilot program in the state of Utah, UDOT has contracted with Mountainland Association of Governments to act at the lead agency in providing a transportation planning forum for Wasatch County. This new planning forum is called the Wasatch County Rural Planning Organization (RPO).

Quadrant Studies
The Lake Mountain, Provo/Orem, Nebo and Northeast Utah Valley Transportation Quadrant Studies are intended to identify transportation projects and strategies that satisfy the travel demand in Utah County that is projected through the year 2030 and beyond will look at the transportation demand, capacity and coordination of the transportation facilities in Utah County. The studies will be used to better illustrate the transportation deficiencies and demands in the three areas in relation to the Wasatch Front region and to educate and seek support of the studies recommendation from the stakeholders in the study area.
The preliminary geographic extents of three study areas are:
Lake Mountain Transportation Study - Lehi westward
Provo/Orem Transportation Study - Provo, Orem, Vinyard
Nebo Transportation Study - Springville southward Northeast Utah Valley Transportation Study - East Lehi to Lindon (completed in 2005)

Transportation Studies/Data
Mountainland MPO conducts various transportation studies to give leaders and the public the information needed in making decisions for the valley's tranportation network. With the high growth rate over the past 15 years and continuing through 2030, it is imparitive that we make the right decisions. The vast amounts of data needed for transportation studies is constantly changing making it important to update studies and plans often.

make up a large part of the workload at Mountainland. This work is quite important in guiding our leaders in making the right, and sometimes tough decisions of where to build expanded and new facilities.
- The Quadrant Studies are currently looking at the tranportation network needs in four areas of the county; North East Utah Valley (complete), Lake Mountain, Provo/Orem, and Nebo areas. The goal of these studies is to involve and educate local officials of the need to plan now for future roads and transit in the valley. The end results will influence the next Regional Transportation Plan.
- The Provo and Orem Intermodal Centers were studied to look at where to place commuter rail stations in the heart of the valley that would connect the proposed commuter rail, Amtrac, local and express buses, and other transportation services. The locations of these facilities are west of UVSC in Orem and the current Amtrac station in Provo.
The I-15 Cooridor Management Study was conducted to look at the current conditions of the I-15 Freeway thoughout the valley, and what are it's future needs. This study is a main precurser to the I-15 Freeway Environmental Impact Statement work that is currently being conducted by UDOT (see UDOT Studies below.) If funding is identified, the freeway could be reconstucted from Sandy to Orem, Provo, or Spanish Fork starting in 2011.
- In 1999 the Interregional Cooridor Alternatives Analysis (IRCAA) looked at the major north/south corridor needs throughout the Wasatch Front. Major themes of this study included Commuter and Light Rail, I-15, and other major corridors.
- The North Valley Connectors Study was done to look at a bypass road to the congested Lehi Main ST. The study concluded that not only one bypass corridor was needed but three. Since this study was concluded, population and employment projection data for the area has increased dramatically. The ongoing Environmental Impact Statement work for the Mountain View Corridor is using this updated demographics and is showing the need for a future freeway in the area.

Data... Transportation Data includes Traffic Analysis Zone (TAZ) data and maps, links to UDOT traffic count maps and data, new signal locations, and web links to other transportation agencies and organizations.

MPO Committees
Mountainland MPO Regional Planning Committee... is the board of the MPO and is comprised of local elected officials in Utah County, a commissioner from the Utah State Transportation Commission, and the Utah Transit Authority and Utah Division of Air Quality board members. An invitation to the committee meetings is extended to the Federal Highway Administration, Utah County Legislative Delegation, and Utah Motor Carriers Association. The public is always welcome at the meetings. The committee review and approve the Unified Planning Work Program, Regional Transportation Plan, Mountainland Transportation Improvement Program, air quality policy, and other transportation documents and plans.
Mountainland Technical & Planner Advisory Committee... advises and makes recommendations to the Mountainland Regional Planning Committee on technical transportation and land use issues. The committee is comprised of engineers, planners, and technicians who serve as staff to local, state, and federal government. The MPO staff serves as liaison between the advisory and policy committees.

Transportation Programs
- Mountainland MPOs Transportation Programs relate to the various planning functions of the transportation facilities in the urban area. Transportation Planning is our business. Together with the Utah Department of Transportation, the Utah Transit Authority, various state and federal agencies, the local government's, and the public, we plan on keeping transportation issues on the forefront of discussion so we can stay ahead of growth.
- The air that we breathe has always been a concern; the MPO Air Quality Program is in place to make sure that while building our transportation network we do not contribute more to the pollution problem.
- The Congestion Management Program identifies the most congested areas in the county and works on matching funding with projects to help ease the daily commute.
The Intelligent Transportation System (ITS) is growing up all around us as seen along the interstate and other roads in the form of Commuter Link cameras and electronic message signs. The 511 Traveler Information System is quite popular and improvements to transit and data collection are also part of this intelligent solution.
Another activity of the MPO is the annual Work Program. It lists the proposed planning studies and activities proposed for the area for the coming year.

Regional Transportation Plan
The Regional Transportation Plan (RTP) is a short and long range analysis of the current transportation system with a listing of projects needed in the future. The current Plan was approved in March 2005. Included are highway, transit, pedestrian, bike, and airport conditions and needs. Impacts of proposed projects and a funding plan are also included. Since Utah County is an air quality non-attainment area, the RTP must follow federal regulations which require that you do not make the air worse and that you can prove funding for the plan. The FHWA (Federal Highway Administration) Conformity Finding Letter is the federal response to the plan agreeing that it follows these regulations.
