Utah County and the city of Provo are classified by the Environmental Protection Agency as moderate non-attainment areas for Particulate Matter (10 microns) or PM10 and Carbon Monoxide respectively. The Clean Air Act (CAA) requires non-attainment areas to determine whether the Regional Transportation Plan (RTP) and the Transportation Improvement Program (TIP) conform to the Air Quality Standards defined by the CAA.  The Mountainland Air Quality Program is responsible for analyzing the RTP and TIP for conformity.
