Regional Transportation Plan

The Regional Transportation Plan (RTP) is a short and long range analysis of the current transportation system with a listing of projects needed in the future. The current Plan was approved in March 2005. Included are highway, transit, pedestrian, bike, and airport conditions and needs. Impacts of proposed projects and a funding plan are also included. Since Utah County is an air quality non-attainment area, the RTP must follow federal regulations which require that you do not make the air worse and that you can prove funding for the plan. The FHWA (Federal Highway Administration) Conformity Finding Letter is the federal response to the plan agreeing that it follows these regulations.

The Regional Transportation Plan in its entirety can be downloaded; it is quite large at 14 megs. You can also view each section of the plan below.
Section 1 - Transportation Planning gives an overview of the MPO area and what are the planning functions and activities that go into the RTP.
Section 2 - Transportation Analysis looks at the current conditions of the transportation system including conditions of highways, transit, trails, park and rides, congestion, etc.
Section 3 - Transportation Needs outlines the needed projects through 2030. This section includes all listings and maps for the proposed improvements to the transportation system.
Section 4 - Community Impacts shows the impact each planned project has on people, environment, safety, historic properties, etc.
Section 5 - Financial Plan maps out the current and assumed revenues that make the plan a reality.
Appendix 1 - Public Participation lists the many persons and organizations involved in the process to make the development of the RTP available to the public. Also included are comments received during the public comment period.
Appendix 2 - Conformity Determination is the acknowledgement by the MPO that the RTP conforms to the Air Quality regulations. The FHWA/FTA Conformity Finding Letter is the approval of the RTP air quality conformity by Federal Highway and Federal Transit Administrations.
